I'm guessing he knew that the Patriots had called the Rams to inquire on Stafford.
My reasoning on this is that I figure the Rams knew the cap would keep them from moving him but other teams with QB needs probably made the call anyway to ask about him. Certainly the Pats would be one of those teams. And while Lombardi was busy tonguing Belicheat's ass he probably came up for air long enough to catch wind of all that.
Best lies for clickbait are the ones that make sense, which this one does outside of the cap problem. Had the Rams not paid Stafford it is entirely possible the Rams deal him to allow for keeping the younger QB in Mayfield. But they did pay him. So I think this was a well crafted lie that got him the clickbait he was looking for.
