Exactly so. It's a clear, serious allegation against Ross with potentially massive implications for the league. Like the Patriots' cheating scandal, it potentially calls into question the integrity of the game. And the NFL's business model of legalized betting.
It is tied to the clearly actionable claim of retaliatory firing so's it's not just an alleged conversation with no consequence. I doubt that such a claim is subject to any NFL arbitration clause or to an easy dismissal. Could be a potential attempted civil fraud or criminal offense as well. And if that were not sufficient Flores' firing implicates his claim of discrimination in a much more concrete, specific way than whatever happened with the Giants.
The question imo is whether it can be proven with evidence in addition to Flores' own testimony. Did others in the Dolphins know about the alleged pressure to tank? Did Flores tell others about it at the time? But just the process of determining this will not be pretty for Ross or the NFL. And not sure it will be easy to sweep this under the rug with a settlement.
