Bowers went before 19, so what would the Rams have needed to give-up to move up?

On the Rich Hill trade chart which is recognized as the most accurate over the last nine years, going from 19 to 13 is only a difference of 51 points. So, the Rams first and third were enough in points.
So consider that the Raiders may have felt that there was too significant of a drop off in talent at 19 to move back for a third, they likely wanted the Rams second round pick instead. Which in points, is an overpay. The Raiders would likely have to kick in more picks.
Then from the Rams standpoint, they likely didn’t want to part with their second rounder because they obviously wanted what they felt was a top defensive player. They likely floated next years second which would be the right value.
I think if the Raiders realistically considered their situation, they would have taken next years second if it was offered. Who will throw the ball to Bowers? Next years second would be ammunition to trade up.
