Doesn't always work that way with real money spent. You often see lists of what teams are actually paying out of pocket vs their "cap allocation". Big up front bonuses for star players are more expensive than the accounting that may show allocated dollars based on base salaries for cheaper players.

Not sure you are understanding what you're saying here. When Owners give out big singing bonuses, It's more money out of pocket up front, which means out of the owner's pocket. Burrow is not in any way being affected by a cheap owner.
 
I agree with the above, which is why I'm surprised you brought up the 2nd point.
You can bet your bottom dollar that there will be a restructure (or two) before the 2027 offseason, or at least during it.
Burrow isnt going anywhere, he's an Ohio boy and the team is paying for all of his toys to stick around

I am talking about a few years from now if they have to decide to give him a new deal. That's when they may have to fork over a 40M signing bonus in year 1 of a new deal.
