Thank you everybody this thread was very funny reading. I feel for the people out of money but the blame the nfl for everything crowd is just comical. No matter what they did with this game people were going to blame the league.
The league should have seen this schedule and raised a few flags. A surprisingly rainy season in the area was obviously impossible to account for, but those two concerts in succession made for a difficult ask – one the crew in Mexico City couldn’t fulfill.

I, for one, think it's shared responsibility. But the bulk of blame goes to the NFL.
The league couldn't predict the abnormally rainy season.
But they should have known (probably did) about the events leading up, and close to, the game.
Could they have negotiated (and paid for) exclusivity of the stadium for three weeks before the game to ensure a good playing surface? I'm gonna go out on a limb and say they could have (and should have).
Mexico City? They, obviously, allowed events (large events) to take place in direct succession of each other right up until close to the game date.
Had the NFL locked down the stadium, they couldn't do that. To me, MC saw opportunities to make lots of money and they (like the NFL) went for it. I guess I can see that rationale.
I don't think it would have taken a lot of forethought to avoid this... like I said, pay for a lock down three weeks before the game. The NFL probably tried to cheap their way into this... and it backfired.
