I think the point is to put it out there publicly as an F U to Miami. The racism allegation is probably just to survive a motion to dismiss (which it will) and move into the discovery phase - where the NFL will fold like a cheap towel.
But there are also going to be guys who prejudge some of the candidates.
You can disagree all you want but without any actual evidence it's pure conjectureI'll come out and say it because no one else will. It looks like the race card got pulled because it's the only way this story really gains any traction.

If what Flores said about Denver is true (that John Elway and company basically came in an hour late and hungover and conducted a sham interview), then yeah, that's a failure of a rule. There needs to be more of a grassroots movement to help people (not just people of color, but women as well, honestly; I think women could make excellent GMs and scouts. I know I'm biased, and I don't care.) get jobs in the coaching and front office, even if it's something like analytics.
There shouldn't be a limit to coaching jobs; look at what the Giants in baseball did; an amazing record and a playoff berth while having a ton of coaches, including a woman coaching. Even if you have to make up new jobs, get people involved who want to be involved.
EDIT: This may be me just rambling. I think it makes sense now, I may not think it makes sense later.
I dont know how it could be construed in any other way, he said that he got from and Buffalo NYG that he was their guy. Why the heck would Buffalo be talking about Flores?? Even Flores said wait, I just want to make sure you got the right guy.I read it that he thought the Giants were talking about Flores getting the job and it was Daboll getting it.
I think there's one flaw there though. They'd already interviewed 2 minorities before Flores.It's pretty simple, someone told Bill that the Giant's had their guy THREE days before Flores was supposed to be interviewing for the position. NFL teams are supposed to interview at least one minority before they hire a new head coach. Giants call Flores and tell him they're interested, bring him in solely to satisfy the Rooney Rule and waste his time when they've already made their choice. I don't know if it's illegal but it clearly violates the entire intended purpose of the Rule and it's a pretty crappy thing to do.
I think the far more interesting allegations involve paying for losses and numerous attempts to get Flores to violate NFL tampering rules by trying to recruit Tom Brady, but I think the reason this gets traction is because of the racism accusations. It also doesn't help that every coaching vacancy so far has gone to a white dude. 5 for 5.
