Second worst team of the decade. Bengals were first.
Both of our comments were accurate.

Thanks to the magical 1999 season, the Rams did have a better record than Cincinnati for the decade.

I pointed-out that from 1990-1998, the Rams' record was worse than even the Bengals.

Top 3 in my recollection basing it on where they were picked, and who they were picked over:

1 - Greg Robinson, OT - 2nd overall. A huge bust. Didn't catch on with anyone, though others tried because of his raw tools. A disgusting group of good players were taken after him including our HOF Donald. 5-K.Mack, 6-J.Matthews, 7-M.Evans, 11-Lewan, 12-OBJ, 13-AD, 16-Z.Martin, etc ect. The list goes on. A really great first round and we pick the worst one in it when we had the entire class outside of Clowney to choose from. Yuck.

2 - Tavon Austin - 2013 8th overall (after we traded up to get him). This one still haunts me. We actually gave up some serious capital to move up and take him. At the draft spot we had previously, we could have taken likely HOF DeAndre Hopkins. And still had him. Hell, Cordarrelle Patterson is balling now even, and picked after both. This wasn't a crazy amazing draft but, if we were determined to get a WR in this class, we should have stuck to our position and taken the far more talented one.

3 - Jason Smith, OT - Just a useless player. Never materialized into even an average OL. The only saving grace is 2009 was a pretty bad draft overall. Stafford was the pick before (man would that have been much better), outside of that, the next truly outstanding draft pick was maybe Alex Mack at pick 21, followed by Clay Matthews at 26. Really a underperforming class as a whole.

Honorable Mention
-Sam Bradford, QB - 1st Overall 2010. Was he the least talented pick? No. Did he live up to his abilities, definitely not.
-Tye Hill, CB - Flashed amazing talent at the senior bowl and crazy athleticism, but was awful for us. Some pretty nice players went after him too.
-Lawrence Phillips - Was pretty close to the top 3 and probably should just be 3b. Pretty disgusting career and human. He was taken ahead of Eddie George BTW. And we got rid of Bettis to get him. Actually, maybe he's the worst afterall.
Lawrence is the one who actually was 1 according to that article :)

Henley was convicted in trafficking cocaine; and then put-out murder contracts on a witness and the judge.

That's professional, high-quality POS-material my friend.
I get yuh. But before the Rams drafted as the 53rd pick, he was a model citizen and he played well before getting in with the wrong crowd.

Everyone knew EXACTLY who Phillips was before we drafted him with the 6th overall pick. Then he not only continued his POS ways but wouldn't practice, tried to start a fight with four teammates, cussed out Vermeil, and then murdered his cell mate in prison.

Pretty hard to compare. Not giving Henley a pass and neither is he. But as far as worst player by any metric, I have to give Phillips that award.

Sadly, with all things considered, he played well for us. As @Elmgrovegnome said though, the question is quite broad and rather ambiguous.

I still go with Phillips. I honestly couldn't believe we took him fresh off him dragging the chick down a flight of stairs by her hair. WTF?

Wasn't that Brooks' first draft?

Yeah Bern doesn't even belong in the conversation of worst Rams, so I'm scratching him off. Solid starter for much of the 90's, where I can think of many bad OL fails that went through the turnstiles while he was there. Keith Loneker was probably the worst of the bunch, a joke really, then there was Milinichik, Gandy, the Road Grader White, Ashmore, Weigert, just bad. And Bern had to battle with the whiner's Stubblefield and Bryant Young. He's a really cool dude, too. Met him in Hawaii when my friend the sportswriter set up an interview in our favorite hangout bar. Loves his Hawaiian food.

My worst is a tie... Klop, I especially hate this loser because people on the Ram forum kept mentioning him like he was actually good (before figuring it out), and the colossal bust who'd rather write rap songs than study his playbook, G-Slob.

Most overrated player - Isaiah Robertson (okay I am kidding but I can never forget the time that he was lifted and thrown a few yards by Earl Campbell)

We have had a lot of bad players, but Philips was the worst and the sadest. Vermile tried real hard to mentor him and he just couldn't do the right thing ever.

That was my thought.

I immediately thought of Philips as he underperformed on the field and was a real POS off the field.

It probably didn't help that I was absolutely pissed that we took him - especially where we did
Remember he was supposed to take the place of Bettis.

Early in the game at our goal line the panthers fumbled the ball across the goal line right at Sehorns feet and he did a Cam Newton and just stood there while the panthers recovered it. All he had to do is fall on the ball, but he didn't want to take the punishment. That game we lost in overtime. Fuck him.

Oh but you forget how he lost us that game as he played deeper than the deepest receiver and the receiver ran right by him. Sehorn flailed at his feet. Pathetic.

However, our 1st round picks were actually decent to very good for the most part

Worst one other than Phillips was probably Wayne Gandy or Bern Brostek ( don't even remember that guy)

Eddie Kennison (well not that great but not horrible either that I can remember)

Must have been the 2nd rounds and lower
Kennison wasn't bad, but he was picked right before Marvin Harrison and was always compared.
