I'm firmly of the view that all teams should constantly be assessing the QB situation. Things can change quickly. Nailed on starters can turn sour (see Bortles' last couple of seasons) or get injured and if teams aren't doing enough to have a viable replacement (whether that be short or long term) then whole seasons can be written off due to the fate of one player, coaching staffs and GMs can lose jobs - that's how important the position is.
Using the Jags example again, they've done nothing to address the Bortles situation. Chad Henne is their alternative. I know Flacco is practising again but the Ravens were/are close to starting Ryan Mallet, who's awful. Kaepernick seems to be the only option out there but that's only cus these kinds of teams haven't done enough to develop young QB talent. If that's what this singing of Allen is then it can only be a good thing.
If I were a GM, I'd be drafting QBs every other year or so in the 4th/5th round kind of range (mainly from pro style college offenses) and making damn sure I had coaches on staff that knew how to develop these players. That way there's no pressure on either the drafted QB or the team to start the QB quickly because they weren't a first round pick.
Snead had no business moving up to 1st overall to hand the keys to Jared Goff to Fisher/Weinke/Boras. How anyone can hold Goff responsible for that 7 game train wreck last year, I'll never understand.
