Being someone who is involved in the legal system, I can tell you it varies by state and can be a little more complicated than that.
In my state for example, a private civilian can ask for a misdemeanor arrest warrant to be issued for another person by the magistrate directly without the involvement of the police or prosecutor. If that civilian is given probable cause the person who's name the warrant is taken out in has to be taken before a magistrate and given release conditions and a court date.

That’s a different situation. For most charges, particularly felonies, prosecutors decide what charges to file and pursue.
