The real disadvantage here is in the fact that we've known O'Connell was leaving for a couple weeks, at which Minnesota had the time to formulate the plan for interviews etc, and yet the Rams cant even begin the search for a new OC until O'C was "officially" named

Rams have known O'Connell was leaving and McVay always has a plan that's why you're reading about the likes of Liam Coen & Greg Olson. Now that the retirement talk is finally been put to bed the Rams will announce the coaching staff hires soon, but they usually do that all at once.

It's possible like you guys say he doesn't want them that's why they're interviewing. It's also possible that the head coach who's only ever blocked somebody from leaving once wants them to go get experience interviewing and give them a chance if they think it betters themselves (which we know from history their best chance is to stick with him). We'll see what happens the more time goes by the more I think Coen coming back is his choice for next OC.

You are reading speculation, the Rams couldnt officially show interest in anyone while Minnesota was busy doing their homework. There's no way they're talking to Brown or Phillips and saying, hey if Oc leaves, we'll talk.
I'm sure in the interview process names were discussed as to who he would potentially bring with him. No way the Rams are dipping their foot in to that pond until they are officially allowed to

IDK, you always have a list and a good feel on who you can add. Now, you're correct, technically, the Rams cannot offer somebody a job until they have an opening, but all of us have contacts and a good feel if something were to come open, who would accept the job.

I believe McVay has a continue list and although you're right about the Vikings have an advantage, I'd rather be a Ram then a Viking right now.
