The rule is when a team is due for a compensatory pick from the previous year, what that team does the following year does not affect your compensatory value.Because with 100M in cap space if we spend that on another FA next year for similar dollars we lose that comp pick.

I meant typically in terms of a window.Says who on 3 year window? That’s your perception not fact. We have created this silly window but now we have no draft picks. All I’m saying is we can sustain this. We have young guys outside. Like the player, hate the trade that is all
Difference being that the #23 pick is a very affordable 5 year player where Cooks is only guaranteed for 2018.
Fans are concerned about the long term view, not just next year. I doubt anyone would argue that Cooks won't be more productive than the 23.
