It is baffling. The reality is that a number of fans could have drafted better over that period than the Browns FO did. It's why I always push back when people act like we should put aside our opinions if a NFL FO disagrees. I'm just glad we're no longer the team drafting like crap.

No one has won less than Cleveland since 1999. No one has lost more games since 1990, and they weren't even playing for three seasons. Only Tampa Bay has a worse winning% since 1970.
Rams have been drafting well for a few years and have done the work of lifting themselves out of the pit. Cleveland is still mired at the bottom. Even if Dorsey is the guy, all those wasted draft picks just show the bad times are going to last for a while longer.

You are an outlier IMO. I respect pretty much everything you say regarding draft picks because I know you put the work in and you have a pretty good track record with Donald, Goff, Joyner and a few others.
Of course a fan can do better, because there are only so many players to pick and for one player to be great, another has to be a bust. Plus we all have an idea based on how they perform in college and the scouting combine around what round a player should be picked.
In any given draft there are probably around 20 guys who everyone knows will be a first round pick - all you have to do to be right where a GM is wrong is want a guy who ends up being good when that GM picked a bust.
But at the end of the day, teams have scouts watching a ton of these prospects in person. They (generally speaking) have more time to watch film of these players. They (generally speaking) have access to film that we do not. And they probably have connections with college coaching staffs that we do not.
In a way it's kind of like blackjack. A GM is like a player that knows how to play and follows the rules that allow for optimal success - but there are times where you can lose and lose badly anyway. Conversely, (most) fans are like the guy that sits down and hits on a 17 and sometimes has a string of luck and gets a 4. At the end of the night, the fan will walk out with more money - but the GM was the better blackjack player.
Except in this case, the Browns FO lost every single hand. You could throw a dart at Mel Kiper's top players and likely hit on at least a couple of those 9 first round picks. The Browns FO somehow got all of them wrong. Frankly, your probability of not picking a bust in the first is around 2/5 or 1/2. The Browns somehow went 0 for 9. It's actually impressive how inept they were.
I don't think knowledgeable fans are better than every FO, but I do think they can do a better job than the worst ones. I know I could.
I believe you probably could. Haven't run across anyone else I could say that about though.
I'm a firm believer in your situation playing a big part in the outcome of your career. Some of those Browns picks the GM did his job - and then the coaching staff did not.
Garrett looks like a stud. Kirksey is solid. Bintonio is good. That team has talent - too many misses, sure, but guys like Danny Shelton probably could have been probowlers under Belichick.
