I disagree. People said the same thing in 2016, but a year later and all that talk disappeared. The explosiveness is always there, he just has to have the right play calls to get him in the open field. Getting him more involved as a receiver would be a start.
We'll see, Jab. I want him to be the guy that runs over or around you, like he's done in the past. Carry the team.
His top end is slower too, I think. Can't run away from anyone it seems.
Again, as the O line improves, so will his stats.

Running the ball more will benefit the OL emensely. Its much easier to run block beacuse you don't have to think. It gives them a chance to work together and understand each others strengths and weaknesses. McVay hasn't run the ball near as much as he should have so far. Gurley needs to be featured, run, pass, screen. Rams have a weapon, use it.

And the play action helps in protection as well.
