Witherspoon was coming underneath. He's a 6'3" CB with great speed. Goff has to loft it over him. By lofting it over and putting it right on Cooks' upfield shoulder, he allows Cooks to use his body to protect himself and keeps it away from Witherspoon. Witherspoon did a hell of a job recovering.
