Correct you don't have to have your 3rd QB active but he can play in case of injuries to the top 2.The backup QB generally gets more practice reps than the #3 QB.
Also the 3rd QB that is in uniform on gameday (Bennett the past two seasons) generally does not count against the 48-man active limitation. That means he can’t go into the game unless and until the starter and backup are unable to play.
I believe that is the current rule but will ask other posters (@OldSchool, @dieterbrock or @den-the-coach) to confirm or correct me.
If that is the rule, the designated backup QB matters quite a bit.
