49ers coach Jim Harbaugh didn't get his way. But Friday, he got the final word on the interpretation of what is a legal hit on a quarterback in the read-option offense, saying a league ruling was "flawed and a bit biased."

The subject has become a hot issue for Sunday's much-anticipated playoff rematch between the Green Bay Packers and host San Francisco.


Jim Harbaugh and Clay Matthews seem to have different interpretations of what defenders can do to a read-option quarterback. What do the rules say? Demovsky analysis

In the NFL's weekly rules video that was sent to reporters on Thursday, NFL vice president of officiating Dean Blandino showed several read-option plays and spelled out when a quarterback who is in the act of running the read-option can be hit.

"The quarterback can be hit like a runner until he's clearly out of the play," Blandino said in the video.

On Friday, the oft-emotionally charged Harbaugh didn't hold back when he spoke to the media, noting that the league's competition committee said it didn't have the "the appetite to look at it any further. So that's where we're at."

[hilite]"I believe that when a quarterback is handing a ball off or faking a ball -- in the read-option case, he's reading on an option play and he's as defenseless as a quarterback who's in the act of throwing," Harbaugh said.[/hilite]

49ers quarterback Colin Kaepernick had a record 181 yards rushing in the team's playoff win against Green Bay in January. This week, Green Bay linebacker Clay Matthews said the Packers will try to hit Kaepernick to slow him down.

"One of the things that the referees have told us is that when these quarterbacks carry out the fakes, they lose their right as a quarterback, a pocket-passing quarterback, the protection of a quarterback," Matthews said Wednesday on ESPN Radio's "Mike & Mike." "So with that, you do have to take your shots on the quarterback, and obviously they're too important to their offense. If that means they pull them out of that type of offense and make them run a traditional, drop-back, pocket-style offense, I think that's exactly what we're going for. So you want to put hits as early and often on the quarterback and make them uncomfortable

Harbaugh's gonna lose that argument. It's just like what the Rams did to RGknee in that second game last year, which prompted him to bitch about the Rams tactics. When you're running the ball, you're not entitled to QB protection. Expect Harbaugh to receive some fines/penalties if he goes ballistic over some of the hits his QB is gonna receive.

I think Harbaugh and the Whiners are really getting worried about Kaperdick and the hits he is going to take this season. The Rams showed the NFL how to beat them, so now Jim H is shaking in his boots doing everything he can to protect Kap

Not sure I get this. What is the rule on hitting a QB that changes between pocket passer and running QB? Is it that you are not allowed to go low on a QB in the pocket so Jim Jim feels his QB shouldn't be able to be leg tackled when running the read option? Seriously. Can someone expand on the rules so I understand what his whine is all about?

QB has no protection when running the read option. Same rules apply as the rules for HBs. Even if he doesn't have the ball, if he's carrying out a fake(like he hands it off then takes off running as if he has the ball), the same is true...he's afforded HB protection only.

When he's passing, he's considered a defenseless player which means he's protected from blows to the head, blows below the knee and big shots altogether pretty much.

Harbaugh is full of shiz. If you want to run your QB like a HB, he only deserves HB protection.

All he has to do to protect kapperdick is not use the read option plays that expose his QB to unnecessary hits. Its very simple really, if he believes his QB cant take the beating that comes with running the read option O use a conventional O.

Harbaugh chooses to expose his QB so IMO he has nobody to blame but himself when kapperdick gets KOd.

Me too. God damn it, me too. I hate that whiney SOB more than I hate Pete Carroll...and that's a lot of hate. I hope Kap goes down and Hairbaugh cries so much that his throat becomes inflamed and he can't speak for the rest of the season. I want to see tears roll down his cheeks. It will make me happy inside to see him cry; it's sick but it's true.

I don't wish injury on any player.

But if a team or coach selects the "run option" as their "O" of choice then don't WHINE about your QB getting the snot knocked out of him.

And above all don't try and lobby for a rule change to protect your QB thru the rulebook! He knew the rules when he drafted Krapper.

This is correct. He is complaining about something HE is bringing about by his decisions. And I thought he was smarter than this.......to complain publicly is nuts, he just put a bigger bullseye on his QBs back. It's bad enough that defensive players don't like the idea of being juked by the QB then watching him kiss his bicep. Now they have to listen to that guys coach tell the media he doesn't think it's fair that they can hit him.

This was a really stupid move by Harbaugh. It isn't going to make one single ref throw a flag that he wants thrown and its going to make every defender want to show Harbaugh and CK what a hit really is.

And yeah someone is going to whack him then do his own signature move for sure, you know it's coming even though it'll draw a taunting penalty.

Of course you can't and he knows that since he played the position himself. There is no way to do what he wants done.

He probably thinks he is helping his QB by planting a seed in refs minds about not letting him get whacked. The Phil Jackson technique except while it may work in hoops this game is totally different and tomorrow CK is probably going to wish his coach had kept his mouth shut because he is going to get shit talked about it all game long and especially when he is on his back.
