It's impressive that you even know who Lloyd George was! However, I'll offer an alternate view as some historians believe that Germany could have paid the reparations, but of course, always sought to escape the payment of them and claimed they couldn't do so. We all know of the wheel barrows full of cash needed to buy a loaf of bread at one point, but the Weimar Republic was poised to make an economic turnaround before Hitler's rise to power.
As for how to stop Germany, they should have completed the victory in total war. The Armistice allowed Germany the illusion that the politicians sold them out, which Hitler utilized in his propaganda. Bismark let representatives of the new rulers (The Kaiser fled) surrender, when he should have done so. FDR and Chamberlain wanted to leave no such illusions after the 2nd World War.
