Building turf over a landfill doesn't sound a great idea. As the landfill ages it gives off gasses and the ground moves slightly under it - causing lumps and discrepancies above. You might never get a really good surface if that's the case. In any event it does take turf quite a long time to really bed down.

different deal. Candlestick had issues because it was below sea level. Levi was built on a former landfill. Much like Shoreline amphitheater. It will take a couple years. Then be an extraordinary venue for decades.
Candledump is not below sea level. Clearly visible when driving up 101. Levi Stadium was not built on a landfill. The nearby golf course was built on a landfill.

Candlestick is most definitely below sea level. And Levi was part of that landfill
