Why is the ball not live on kickoffs?

Does that mean there is no more inside kick? The Rams recovered 2 kickoffs the Minnesota just let go, 1 in the end zone and 1 at the Minnesota 2 yrd line
 
They are blown dead when they land in the end zone with no attempt to return. Each kick that hasn't been returned has bounced in the end zone first.
 
I remember it being live back quite a few years ago, it should still be live. They are making the game less entertaining lol
