They made the rule to keep what happened from happening, it’s really easy to get hurt getting dragged down from behind.

It wasn't his collar though it was between the N on his last name and uniform sleeve
I get why the rule was created but it's easy to get hurt playing football period. What is the defender supposed to do there? No one can answer that. If that's my player(defender) i'm giving him props for trying to make a play and if he just watches him run away i'm going to let him know about it.
I hope the NFL takes a closer look at this. There are desperation horse collars with intention to injure and then there are defenders grabbing jersey to make a play for the team.
If Trevor Siemian sucks in the 2nd half and the Saints lose, that penalty woulda been worth it for the Bucs. What is the rule? If its grabbing the collar, then it wasn't a penalty. He grabbed the upper jersey below the collar and pulled him back causing the injury.
Edit: They added extra protection on the horse collar rule in 2016. A defender can't grab at the name tag or above. From what I saw that was the right call. It looked like he grabbed Winston right where his name is printed.

It’s tough around the pocket the guy was being blocked and just reached out to make a play.
I don’t know if all those were legit roughing but imagine if Brady was getting hit like that, they’d be throwing guys out.
Another thing on that penalty. I watched it live and may be mistaken, but it looked to me like the ref waited to throw the flag until he saw that Winston was hurt as a result of what "looked like" a horse collar. He wasn't going to throw it if Winston had gotten up. This is no way to officiate games. Refs covering their own asses "just in case."
Fix and further define the rule or just get rid of it. It's already hard enough to play defense in this modern NFL.

They said he had punctured a lung on the Lewis tackle, I hadn’t heard that. You don’t see many guys willing to square up on Gronk but he’s clearly still feeling it.
Siemian sucks. All Bucs have to do is stop the run and they will come back with a win. That horse collar injury to Winston is what will cost them this game.
Saints running the ball more now. Some help with Tampa penalties. But Siemian can't throw a half decent pass. I can see why Payton doesn't trust his quarterback.
Saints givingTB all they can handle with 3rd string QB. Our 2nd string couldn't come close to that.
