Look at the bottom right hand corner of the video... watch R Wilson get nailed after he throws the ball. While not actually a penalty, I could see Roughing-the-passer being more likely the call on that play than the actual unnecessary roughness call by offensive lineman James Carpenter for hitting a defensive player while he was on the ground.

2. Who called Cook for OPI against the Whiners?

Back Judge by the name of Lee Dyer -
Who followed that up with the huge smile in the end zone after Loyd's 80yd TD, and then flagged McDonald for the bogus pass interference on a critical 3rd down just for good measure in the 2nd half.

I looked him up immediately after the game to see if he was from Nor Cal...
