I think at this point, they are looking to upgrade the 53, not worry about adding to the PS.

I don't think there is any practical difference because I assume they kept the top 53 players like they said they would. If they sign someone to the roster they'll move whoever he replaced to the PS. If he makes it through waivers of course. That will still knock someone off the PS that's there now. I could be OK with that though, depending.

Not necessarily.

If they were to find a better alternative at one of the vulnerable positions, and bring in a veteran Safety, or OLB, and they deem Shelley Smith as the one they decide to part ways with, he isn't likely to go to the PS.

If they were to find a better option than Giordano at Safety, he isn't going to the PS. There are cased where that wont apply.

Everyone likes to throw the phrase around "kept the best 53 players", but the reality of it is, that is NEVER possible when you consider individual units and the limitations that brings in putting together a complete roster.
 
It's possible that one of your scenarios might come to pass but I think it's improbable. We'll see shortly.

Snead worded his statement in such a way that I think that this time, keeping the best 53 is more accurate than normal but yeah, it's still FO speak.
