Meh nothing to worry about. I seriously doubt he’s not in shape. Has to be something effecting him starting camp.

Don't players get a mandatory drugs test at the beginning of Training Camp?
Joyner gets put on the NFI and misses the start of Training Camp and also the drugs test?

Am I joining too many dots that don't exist?

Training on your own in the offseason isn’t football related. I think to be football related it has to happen with the team in training or in game action. Could be wrong though. I don’t know any details of the reason why so can’t really speculate on what it is.
It pretty much is perfectly related. I don't know that the contracts read that way, but if they expect the guys to come to camp in shape and they expect the guys to be athletes, then working out has to be expected and probably encouraged all times of the year.

Rams safety Lamarcus Joyner has passed his physical and come off the non-football injury list.

Joyner was placed on the list on Wednesday. The starting safety is immediately eligible to participate in practice.

Los Angeles’ first training camp session will begin on Thursday at 3 p.m. at UC Irvine. Saturday and Sunday’s practices at 3 p.m. are open to the public.

I took it as essentially "on" or "off" the clock. Basically if it wasn't an organized activity such as camp, practice, etc, then it's considered NFI.
