With the 34th pick in the 2019 draft the Colts select:-
JEFFREY SIMMONS, DL, MISSISSIPPI STATE
Obviously the injury is a huge red flag but it's clearly the only reason a talent like this is still around. The Colts have shown under Ballard and Reich that they will build from the inside out and you can never have enough DL depth. The Colts have youngsters Tyquan Lewis and Kemoko Turay who were both picked in round 2 last season and they are high on both. Their presence makes the "luxury" of the injured Simmons more reasonable here.
Simmons got into a bit of bother early in his College career and Ballard has shown a tendency to avoid that kind of player. However, he has been a great teammate and a big community presence since then and has shown contrition. I am comfortable chalking that down to immaturity and believe he has shown development as a person since then.
The pick at 26 or here would undoubtedly have been outside pass rush help had the Colts not signed Justin Houston a couple of weeks ago. The roster is actually pretty stacked which makes a pick like Simmons even more sensible here.
