Is it a penalty to grab the collar of the jersey? That should only apply to shoulder pads. So I'm fine with what he did penalty or no, but seems to me it was a shitty call.

If you tackle a guy grabbing any part of the back shoulder and pull him down, it is a penalty. The part I don't get, is he didn't tackle him. I didn't know it was like grabbing a face mask. I think that is wrong.
