Pass Interference Won’t Be Reviewable In 2020

The NFL is officially making a big rule change ahead of the 2020 season. Pass interference will no longer be a reviewable foul whenever the league next plays games, a source told Mark Maske of the Washington Post (Twitter link).

Maske reports that owners won’t even take a vote on the issue and the pass interference replay review rule will simply be allowed to expire. In a separate tweet, Maske notes that teams “overwhelmingly indicated” they didn’t want the rule renewed for another season. In a huge move last offseason, the league made pass interference penalties reviewable by coach’s challenges and by the booth.

They made the decision last year at the behest of the Saints following the controversial no-call that likely cost them the NFC Championship Game to the Rams. The rollout was a disaster, and seemingly everyone hated the implementation right from the start. The replay booth was very strict for the most part, but also inconsistent, with what they would overturn.

As for new rule changes that could take effect in 2020, the NFL released the full list of proposed rule changes that owners will vote on at upcoming meetings. Included are the Eagles’ proposals to “provide an alternative to the onside kick that would allow a team who is trailing in the game an opportunity to maintain possession of the ball after scoring (4th and 15 from the kicking team’s 25-yard line),” as well as to make overtime 15 minutes and reduce the importance of the overtime coin toss.

There are a handful of other interesting but less significant proposed changes which you can view in the release. All proposed rules need support from 24 of the 32 owners in order to pass.

2020 COMPETITION COMMITTEE AND CLUB PLAYING RULES PROPOSALS 15 HOURS AGO

During upcoming owners’ meetings, clubs will vote on the following proposed rules changes. All proposals must be approved by 75 percent (24) of the owners to be adopted. NFL clubs will consider and vote on the following Competition Committee and club-submitted proposals.

COMPETITION COMMITTEE RULES PROPOSALS
  • By the Competition Committee, to amend Rule 12, Section 2, Article 9, to expand defenseless player protection to a kickoff or punt returner who is in possession of the ball but who has not had time to avoid or ward off the impending contact of an opponent.
  • By the Competition Committee, to amend Rule 4, Section 3, Article 2, to prevent teams from manipulating the game clock by committing multiple dead-ball fouls while the clock is running.
CLUB PLAYING RULES PROPOSALS
  • By Philadelphia; to amend Rule 12, Section 2, Article 7, to modify the blindside block rule to prevent unnecessary fouls.
  • By Philadelphia; to amend Rule 15, Section 2, to make permanent the expansion of automatic replay reviews to include scoring plays and turnovers negated by a foul, and any successful or unsuccessful Try attempt.
  • By Philadelphia; to amend Rule 6, Section 1, Article 1, to provide an alternative to the onside kick that would allow a team who is trailing in the game an opportunity to maintain possession of the ball after scoring (4th and 15 from the kicking team’s 25-yard line).
  • By Philadelphia; to amend Rule 16, Section 1, to restore preseason and regular season overtime to 15 minutes and implement rules to minimize the impact of the overtime coin toss.
  • By Miami; to amend Rule 4, Section 3, Article 2, to provide the option to the defense for the game clock to start on the referee’s signal if the defense declines an offensive penalty that occurs late in either half.
  • By Baltimore and Los Angeles Chargers; to amend Rule 19, Section 2, to add a “booth umpire” as an eighth game official to the officiating crew.
  • By Baltimore and Los Angeles Chargers; to amend Rule 19, Section 2, to add a Senior Technology Advisor to the Referee to assist the officiating crew.

Unpopular opinion: Not a fan of reversing this after a year. Wanted to see it develop a few more seasons for coaches to have better judgment in reviewing DPI

Good call. NFL needs to be more conscious of the speed of their game. They review enough things already. And teams fishing for PIs is some bullshit too IMO.

I think they should have kept and made it legit. Last year was a joke. Clear PIs were allowed. The NFL never took it seriously. Too bad, because pass interference can stop a drive and directly impact the outcome of the game.

Rumor has it the NFL is working on a new rule that will allow the Saints to skip the playoffs and go straight from division winner to the Super Bowl. All previous attempts at doing so have failed.
