This is bad thinking. We shouldn't fall into the fiscal trap of assuming the cap will continue to rise. Not saying our FO has been irresponsible, I think they are well aware of this trap, but the cap won't always go up, and it definitely won't continue to grow by $10M every year indefinitely.
