The rules say 10-19 and 80-89 for WRs, but they can wear 1-9 preseason. In this case, all of the regular season numbers were taken or retired before they got to Reynolds. If any become available for the regular season, which is likely once cuts are made, he'll have to change numbers or get league permission to stay in #9.

BTW, forget Pettis and Britt. Number 18 will always be Roman Gabriel to me.
