The folks at SportsScience addressed this issue in 2010. A ball exposed to 10-degree temperatures for an hour, the pressure drops from 13.5 PSI to 11 PSI.

Well now i tend to believe they are cheating. 11 balls under inflated seems a bit less like an accident.I will say that pretty much everything I've written about this issue has specified "IF the Patriots are guilty..."
No one's calling for mob justice... well, AFAIK.
