They're just both too skilled.
He'll use one as a strict returner and the other as a offensive weapon and the second string returner.
I know roster positions are tight but those great returners get results out of other players just by firing them up.

Cooper has 7.6 yards per reception and zero career TD's on offense - not sure what he would have offered in Kupp's absence.
I also agree with some people in that Natson is better... at least from what I've seen so far (as a returner)
However that doesn't mean you cut cooper either.
