I could see fans feeling that way. To me, Brett Favre-ish would be doing it year after year. Honestly I could see that he'd enjoy the attention maybe just a little bit, but it's possible he really doesn't know and is torn. He's earned the right to take his time and make the right decision for him and his family. If I had to guess he's itching to play but waiting to see if the feeling of fuck this, I rather not do a whole season kicks in after going thru the paces. Being a pro the way he wants to takes a lot of commitment so he's just respecting the process in my eyes.
There may also be some salary cap implications as to the timing of his announcement and subsequent contract signing. I'm not capologist, but its possible.

They may not announce his return until it’s time for cuts since they happen all at once now after the third preseason game so they have an extra guy to evaluate.
