Tutu while playing with superior qb and offense game plan:

Both guys played 5 seasons

Very little production for a second round draft pick. Often not even on the field. The other teams figured out pretty quick that he was just a diversion tactic when on the field.
The dude is a mystery wrapped in an enigma and surrounded by fog.

Not too much of an enigma. He's too small. No value as a blocker. Not so blazing fast that big corners who run 4.4 can't jam him. Small catch radius so he's smothered in coverage. It's just really hard to even find enough opportunities where he can even see the field in a productive way.

That's the million dollar question. Maybe they thought they could work around it. Like Brandin Cooks. But Cooks is a very underrated receiver actually. Maybe it wasn't easy for tutu to replicate him.
