A cap is not going to make everybody even. Look at the NFL. Arizona sucks. The Jets suck. Cleveland sucks. So does Tennessee. And some have for a very long time. Evening the money is not going to even the scouting ability. Or development ability. Or the luck. Caps are designed to help the smaller market teams and as much as that, they make it more difficult for the larger market teams. You can add special teams to the list and "awareness"....pick up the damn ball, it could be worth 2 points!Two things kept the Rams from running the table last year all the way to Lombardi. 1) Atrocious defensive pass coverage. Lirtslly middle schoolers against varsity high schoolers. 2) Not enough closure on their pass rush. Pressure was ok but the finish just wasn’t there.
They’ve addressed both issues this off-season so barring injury it’s arguably the best Rams roster ever.

I gotta say one thing I hate about the NFL is it's always the same organizations shitting on the highest picks. Looking at the Browns up high for example every year is beyond old. The NFL would do well to implement a lottery system that would shake that up. Take all non-playoff teams and give them even odds that slightly favor the worst teams but which leave room for surprises.
