He did have permission to talk to other teams, and as someone else mentioned, today was probably not a great day for the Raiders to be fully engaged in trade talks. They might have just told him to wait until he clears waivers, and they'd bring him in.

While that much in salary is saved, his dead money CAP hit may completely off-set any real savings.
