Imo it is still an open question whether Noteboom can eventually play left tackle. It seems clear that the Rams and Kromer wanted to give Noteboom playing time to develop before they have to make that call. Noteboom has the mobility, length and physical strength to play LT. But he has not had many games or much continuity as an actual player.It would be best that Edwards remain in the same starting Left OG position. Continuing to build with him as a cornerstone rock on that blindside.
The real element here involving your point about the future LT post is........ Kromer needs to figure out where or if Joseph Noteboom is a possible bonafide starting LT 2020 prospect? Kromer preferred Noteboom over Edwards as his starter on the left side. That Kromer decision alone causes me big concern especially since Edwards is by far the better overall performing LG.
Many here & that would include me, believed from just our fan observations from watching the Rams 16 gms in the 2019 season & for the 11 gms that Rookie Edwards:
#1- was better LG than Noteboom in 2019.
#2- performed much better @ LG than RG in 2019.
#3- should have been the starting LG from the beginning of the 2020 season.
If or when Noteboom does return from the injured reserve designation & he replaces Edwards in the LG post .....then Kromer will have done permanent damage with me (Not that he cares). If Kromer is foaming @ the mouth on getting Noteboom snaps with the offense every week then the road is wide open as the all-important swing OT.........I would blend him in @ the LT post with Whitworth.
This would keep the near 39 yr old LT rested & fresh for the playoff run. Keeping the NFL's oldest starting OL'er in this condition is a very wise move. Kromer has NO current need to have Noteboom in "stand & ready" position @ OG posts. Kromer is fat (maybe corpulent) with reserve interior OL'ers but his healthy OT reserve shelf is vacant & empty.

If he can develop as a blocker, he might be the future guy at LT. If not, fine, he can be a backup. But if the Rams don't find that out before they have to replace Whit, they may be looking at another draft choice or FA acquisition to do so. Doesn't make sense to move to those pricey options until they are certain about whether Noteboom can handle it.
That's not an irrational strategy even though it may not be popular.
