Yeah, at this point the owners need to face criminal negligence at the very least if all these past inspections warned of what happened. Guess it would depend on Florida law but everything seems to be pointing at plenty of warnings of severe issues regarding the building and the owners dragging their feet or doing nothing at all to fix them.
