Brockers signed!!

So with the new CBA, are these guys just signing in some sort of order? 14th pick, 14th 1st rounder to sign? I realize that doesn't explain the others not signed but doesn't the new CBA set rookie contract values anyway? It seems that signing is just a formality - is it not?

I have been out of the loop for awhile. Does that mean only Quick and Jenkins remains unsigned ?

I believe its Quick, Jenkins, and Johnson.
 
The Rams put the pic of him signing on Twitter and he had a Cowboys lanyard hanging out of his pocket. That seems a bit weird to me.
