If I'm the coach Manziel would be my starter. Put him in there and adjust the offense to his strengths with some WCO flavor movement, rollouts, and presnap misdirection. He has his probs, but he also brings attitude that will give that team the best chance to win.
I like Davis and all but he's a backup at best. Guys like that don't get the nod unless you want to lose.
Might as well trot Manziel out there and tailor the offense around what he can do best.
All of this rotating QBs in and out based on what the OC is trying to do, has been a miserable failure for decades.
Make a commitment to the QB and have your OC try to make him a success. The vice-versa method blows.

I agree he was a team player, but the problem was on some days you didn't know for what team.
I'm pulling for AUSTIN DAVIS to take the job as Cleveland's QB and not look back. Was it Bernie Kosar that was particularly tough on the guy?
