Because he has the highest trade value (2yrs left on rookie contract) of anyone on the team that isn't integral to success. Tavon is a decent returner and he has little trade value. In the big scheme of things drafting a starting edge rusher might rank higher than having the best kick returner. Not arguing for it. What I like about our WR group is the depth of options for the QB.
I have always liked Cooks, but that said he's not as good obviously as your elite wideouts at making contested catches and dealing with elite physical press corners. But that aside he's a really nice fit for this offense, because he runs precise routes in spite of his size and isn't going to be the only option out there. Which means double the dude at your own risk.
This offense might still struggle a bit come the playoffs again. But I think they are actually better off with this group in terms of "fits" than they were with last year's group. Cooks will get a full camp too, which cannot be overemphasized irt the how and why Watkins struggled. IMO whether they take the next step in the playoffs is a combination of Goff's evolution, OL health, and whether Everett can emerge as another matchup problem in the passing game.

I see where you're going with this and I have been thinking along those lines, "who can the Rams package in a deal to move up?"
With all due respect, I just think you have the wrong guy.
After all of the moves the Rams have made, it looks like the draft road can be paved with OL. Given that Saffold, Brown, and Havs are all FAs next year along with Cooks, Joyner, Suh, and a few other big contracts looming...
I could see either Brown or Havs being traded to move up. Naturally, their replacement would have to be found in this draft for that to be possible.

Cooks should get plenty of practice against physical press corners in TC. And if Cooks can get open against the Rams D 1s regularly that should give Goff lots of confidence to let it rip in games.
I'm hoping it's that easy, but there are situations where I think Watkins will be missed. There's a reason he led the team in TDs. He has hands like a vise and it was obvious to me on those quick slants into the end zone.
Sure, some might not have been that tough for a good receiver, but go back and look at them all. Some he just made look easy.
The Rams weren't gonna pay him $16mil. NOBODY should have after last year, but averaging a TD for every 4 or 5 catches isn't anything to sneeze at, either.
...I think the Rams are STILL gonna score a bunch of points!
I'm counting on Reynolds and Everett to make a big leap next year. If they do, this offense will again be unstoppable.
One of two things are in Tavon’s future.
1) He will be traded, probably before the draft, but maybe during it.
