I do see what you are likely referring to but it's pretty cloudy.

Article 2 Section E-3 says failure to reach the line to gain - which was not the ruling on the field. However, Article 9 section H appears to address exactly what happened in our game.

Clear as mud.

I was wondering why Eisen even brought that up. It was another crazy thing about that play working against the Rams, THE BAD SPOT RESULTED IN NO CHANGE OF POSSESSION!

So if the situation was reversed, and the Steelers were robbed by a bad short spot when clearly the ball was past the line to gain?? BAM! Change of possession, automatic review, reversal.

The Rams have been on the short of end of bad calls, unlucky deflections, and funky kinks in the rulebook all season. If they do manage to make the playoffs, watch out!

They didn't have the authority to review it, otherwise you'd be hearing about it from a rules perspective.

Is Rich Eisen a Rams fan? He clearly thinks the Rams got screwed. I think the Colts got screwed. I am not a Colts fan. People can see the obvious we aren’t all raging fanatics blinded by our fandom.

Cripes, I just wrote a longish response to this and then deleted the whole damn thing! Initially I agreed with the explanation provided by @dieterbrock , then I thought I agreed with the explanation provided by @RamFan503, and now I'm back in the muddled middle.

Regarding the Pickett fourth down play... at first I thought it was as the league says-- not reviewable.

Then I read Rule 15 Section 3 Article 9 point (h) which seems to allow the Replay Official to "advise" in this circumstance. This rule seemed to contradict Rule 15 Section 1 Article 2 point E-3.

Now I'm thinking that Section 3 rule is either "superseded by" or is "a subset of" the Section 1 Rule. My reasoning: The wording of several points in Section 3 are so vague that it would seem to encompass all sorts of things that are not reviewable.

Bottom line: I currently believe the refs correctly administered the letter of the law for a shitty rule. The NFL does this over and over... like with the "to the ground" bullshit rule.... the refs had to properly administer a crappy rule.

But gimme 20 minutes and I could change my mind again.

The NFL better look at the end of the Rams-Steelers game and try to allow for a way to let replay affect that play. If this were a playoff game or a Super Bowl, it would be even a bigger deal than it already is.

I've only seen Eisen talking with Chris Long. From what I saw, he feels they got hosed on the spot of the ball. We all do. I dont see where anyone is questioning why the play wasn't reviewed, it seems irrefutable that without a time out there was not way to review.
Conversely, if the Rams win that game, Pittsburgh is crying that the refs fixed the game for them. 11 penalties called against, and seemingly suspect reviews/calls against which greatly favored the Rams.
That's the state of affairs these days it seems, whatever team loses automatically goes to some belief that it was stolen from them

I'm a homer, but I agree with you that the Rams benefitted from some questionable calls early in the game. Had the Steelers lost, their fans would have been whining terribly about unfair treatment. Penalty yards against Steelers was nearly double that of the Rams.

I still think the unsportsmanlike call on Johnson that nullified the PI was a bit suss, and similar to the inability to review the 1st down spot. But since it ultimately favored the Rams, its a non starter for me. How a dead ball foul is able to offset an in play penalty is whacky. Alas, since Pittsburgh won, they didnt complain.
