Are you saying it is roughing if there is no fumble and because of the fumble there is no roughing?
That makes no sense.
What if Carr was facing Jones and he grabs him to stop him from running, Jones falls on top of Carr just like he did. It’s just a strip sack. This has happened plenty of times, the qb is now a defender trying to make a tackle, possession makes all the difference. If the ball is loose on the ground is Carr still protected from guys falling on him? Of course not so what’s the difference.

You may not like the rule, but they applied it the way it’s written. Cannot land full weight on QB in process of tackling. Exactly what happened, that there is a fumble does not change anything.

There are many terrible calls, Brady sack for instance, this was not one of them.

yeah, that's what carr was trying to do, tackle him.

I don’t like it cuz it’s basically if they want to throw a flag they can. “If the defender puts all or most of his weight on the qb”, there’s no way to judge by looking how much body weight a guy fell on the qb with.
The fumble does indeed change everything if it occurs before the foul which it did.

The Los Angeles Rams plan to resubmit a rule change to the NFL's competition committee that would make all personal fouls reviewable, including roughing the passer, sources told ESPN.

The roughing the passer rule has come under intense scrutiny after two controversial plays in Week 5 drew unnecessary roughness penalties -- one on Atlanta's Grady Jarrett and one on Kansas City's Chris Jones.

Last year, the Rams submitted to the NFL a potential rule change that would have made roughing the passer reviewable, but the competition committee voted against it 9-0 and the rule never made it to the floor for further discussion or vote.
