Penn State's vacated wins from 1998-2011 will be restored as part of a proposed settlement with the NCAA and Pennsylvania state officials, the NCAA announced Friday.

When Penn State was punished in the wake of the Jerry Sandusky sex abuse scandal, the program was given a four-year postseason ban, had scholarships taken away, fined $60 million, forced to vacate the wins and put on five years probation.

WIth Friday's announcement, former Penn State coach Joe Paterno's win total goes back to 409 from 298. He (once again) becomes the all-time winningest coach in FBS history. The settlement stems from a lawsuit by Pennsylvania Sen. Jake Corman and state treasurer Rob McCord, who wanted the money from Penn State's fine to go to programs in Pennsylvania.

Here are the other details of the proposed settlement, which is subject to board approval from Penn State and the NCAA:

  • Penn State agrees to commit a total of $60 million to activities and programs for the prevention of child sexual abuse and the treatment of victims of child sexual abuse.
  • Penn State acknowledges the NCAA's legitimate and good faith interest and concern regarding the Jerry Sandusky matter.
  • Penn State and the NCAA will enter into a new Athletics Integrity Agreement that (with concurrence of the Big Ten) includes best practices with which the university is committed to comply and that provides for the university to continue to retain the services of Sen. George Mitchell and his firm to support the university's activities under the Athletics Integrity Agreement and in the areas of compliance, ethics and integrity.​
Penn State's bowl ban was overturned in September and the Nittany Lions were given full scholarships for 2015. The ban's end was effective immediately, and Penn State went to the Pinstripe Bowl at the end of 2014, where it beat Boston College.

Following the lifting of the bowl ban, details about the NCAA's handling of the Penn State case emerged. Emails revealed that the NCAA tried to "bluff" Penn State into accepting the sanctions and that the sanctioning body had worked with Louis Freeh as the Freeh Report was being compiled. The Freeh Report was the investigation into Penn State's conduct throughout Jerry Sandusky's sex abuses.


Sandusky is serving life in prison.

According to Onward State, Ed Ray, who was the NCAA's Executive Committee Chairman in 2012, revealed in his testimony that he hadn't read the entire Freeh Report before Penn State was sanctioned.

The Paterno family absolutely SICKENS me though.

What "justice" do these deluded sycophants and their ilk in "Happy Valley" feel they are entitled to?

It was a crock of shit then and it is a crock of shit now that Paterno didn't know what was going on.

I really hope Penn. St FB never rebounds. I really do. Few things tick me off more than rape and child abuse. Put them together......:mad:

I agree, rape and child abuse is disgusting, and to think that all of those players, recruits, fans and coach Paterno raped those children is appalling.:wtf:

I don't agree on the program never rebounding, 99.9% of fans/student had no idea what was going on and the current/future players had absolutely zero to do with it, along with the majority of the current coaching staff.

But screw Paterno, no way he didn't know what was going on.

Paterno had a chance to stop it. Instead, he decided to "circle the wagons" and hide it in order to not create a distraction for the program. A coach who does that doesn't deserve to win any football games.

Sucks for the players, recruits and fans, but their blame should be directed at the coach.

You know nothing of which you speak. You know the packaged up narrative that the news spewed to sensationalize the entire incident. The University Board wanted to make it go away and pinning it all on Joe was a way to make a grand statement.

The incidents were all reported to the proper authorities. Children and youth services in Center County, The Second Mile foundation, the police and it all came back as negative due to crappy investigation and fear of litigation on something that they could not prove. The NCAA didn't even read the Freeh report yet lauded it for its accuracy and threatened with the death penalty. They admitted this recently. But that is right. People like to just make up their mind and put it in a box on a shelf so it is no longer a dirty lingering death.

Research the entire subject and read all of the post articles on what really happened and come back with an educated opinion. Otherwise we might as well discuss what happened to civilization on Mars.

If you are aware of child abuse at your work place, do you inform the police and let them handle it or do you follow up against your companies lawyers advice and try to interfere with the investigation. After it is deteremined that reports were wrong due to lack of enough evidence do you still press the state police and local agencies to insist that they are wrong? Paterno was made out to be god in State College but he was just a football coach. He didn't run the town, he didn't even run his own football program at that time and to individually take action against Sanduskey based on reports would have been an enormous litigious mess. Paterno was not Steven Segal or Liam Neesam, or John Gatti.
