I wonder if there are any headgames going on? Release a guy in the first round of cuts as though they were the least valuable to the 53, but really concealing interest in this way for the practice squad?

he seems to know where other teams value a player on draft day and probably at cut down also.

Teams don't care when the guys they target are released tbh. They have evaluated lists of players who they like and if one they think can help them slides to them on the waiver wire they have contingencies for how to add him (i.e. who they'll release, fitting the contract, etc).
