I don't really believe that NFL refs are on the take. Although if a scheme was uncovered, I wouldn't be surprised. It wouldn't be that hard for certain refs to influence the final score with a few holding calls or pass interference. Maybe not to change the outcome but to allow a good chance for the spread or over/under to be covered. I'm not saying it happens, but I'm saying it could be done. Give me a striped shirt and I could almost assure that the Rams win the game in a subtle manner. A few drives extended with PI calls, opponents hampered with holding calls.
 
NFL refs are part time jobs that pay well but probably not time consuming enough or demanding enough to keep them from working another job. Fix their performance reviews, increase pay scale/performance bonuses, make them full time NFL employees and train the shit out of them in the offseason:

Panthers game had a backward screen that the running back dropped. Whistle blew immediately. Ref never reviewed the call and they ruled the ball went out of bounds when the running back actually picked it up
They didn't show that on the highlights package, no doubt!

The commentators are paid not to say anything controversial, otherwise it would be a blood bath for the refs every week

True, but I watch a lot of sport and the NFL is by far the worst that I see (followed by the Premier League in the UK, which is bad, bordering on incompetent, but not as criminally bad as the NFL [where some officials celebrate when a pass is ruled out of bounds on the sidelines like fanboys].

We are talking about a league that destroyed evidence of the Patriots' cheating for the supposed good of the game - when the opposing team was playing one of the greatest seasons of all time (and dominated once they moved away from the scripted plays, having noticed that the Patriots were calling them out to each other before the ball was even snapped)! Goodell only cares about margins, the owners, and his contract, possibly not in that order. The outcome is that, following the growth of betting, a scandal is probably waiting around the corner...

As a Rams fan, we are nearly always on the receiving end when we play in a huge market, which might well tell us something, considering the amount of money changing hands whenever we play

Well I think if you look at officiating when Davis kind of flipped the bird to the league and took his team to LA the calls seemed to always go against them even though they were able to overcome that with talent. Lot's of years before that evened out. The Nacua thing is just a minor blip. Pass interference is very inconsistent for all teams in the league. I remember our Super Bowl win. In Tampa Miller hit Brady under the chin and he was bleeding. He pointed it out to the refs and they hit him with an unsportsmanlike. I knew then the winds were fair for us and we kind of got the calls.
