The upside would be the Rams have an inside line on Levis and his mentality, how he processes, the whole nine, due to Coen being his OC in college and giving McVay the straight skinny on him. So if the Rams were to get him for a cheap pick relatively speaking, I'm sure they could lock him up for a 2-3 year deal at a cheap rate like they did with Jimmy. Then you have a guy who fits what you want roughly speaking, who speaks the lingo and knows the scheme to some extent (Coen basically showed them Rams tape during installs of his offense), and he's young with some upside as your QB2.
Also Bennett's last season of team control is 2026 so he's a nice preseason competitor for the QB2 role with Levis.
I'd prefer a draft pick, however there is some logic to a Levis move.
