Now I could be completely wrong, but to me it looked like the penalty occurred on the 3 or 4 yard line. If that is indeed the case, why would the ball be spotted at the 1?!?!

On a penalty that could have resulted in a potential TD, the ball is put on the 1.

My question is, how could they possibly have called that a TD on the field? Oh, never mind, I forgot, we are the Rams. The PI, was definitely a PI, and easy to call.

I thought that was only when the penalty occurred in the end zone, hell every single play could potentially result in a td

I dunno. My guess is his momentum would have carried him over the goal-line, and that's kind of what it looked like.

So..unrelated to the OP, but on kick offs, the KR fields the ball and often steps on the end line at the back of the end zone..shouldn't that be a safety?

Have seen it happen numerous times but never called

No, because the returner never had possession in the field of play.

I believe PI is a spot foul unless it's in the endzone which would then be spotted at the 1 yard line.
I think the refs messed it up. That's said, let's be honest, it would still be first and goal at the 3 yard line (I believe) so not sure it changes much.
