Preseason games are no way to judge a player, in my opinion.
The plays are scripted and they're not even playing to necessarily win the game but to evaluate certain players.
Plus, if you're a quarterback, you're surrounded by a second or third string o-line and second or third string running backs and receivers.
If the other teams second and third string players are superior, they're superior, and it's going to show.
If a quarterback is coming off the bench and is playing behind the first string line with first string players and he sucks badly?
He probably does.
