Was the thing where there was apparently a double review in Washington ever explained? Yeah, they ended up with the right call, but I've never seen a ref announce a decision then go back under the hood like that.

I'm not certain but I'd guess that someone from NY said to look again just in case. Otherwise why would they go back after making a determination.
