Can someone explain the PS rules?

I just read an article that said the Eagles claimed Dallas RB Jadon Blue from their ps and put him onto their own ps.

But doesn't he have to be on the Eagles 53 man roster?
The article said he went to the Eagles ps. That can't be right, can it?
 
Dallas didn't put him on their practice squad. He cleared waivers and was able to sign with any team.

No, he's on the Eagles practice squad. Blue was never on the Cowboys practice squad, it seems like they had no intention on bringing him back. Once a non-veteran clears waivers they are technically able to sign on to other teams practice squads.

In 2020, Rams rookie LB, Clay Johnston, joined the Panthers practice squad after being waived.

Blue was waived by Dallas but was NOT claimed off waivers by any team.
If Blue had been claimed, THEN he would have needed to be on the 53-man-roster.

Since he was not claimed, Blue became a free agent; and could sign with any team that wanted him.
Blue chose the Eagles' Practice Squad.

A player now can choose to leave a PS for another team's active roster or PS or stay put and develop here. Makes me wonder if a guy like Connors or Keenan would be willing to stay on the Rams PS vs getting paid more to to the active roster on a team like the Falcons, Titabs, or Cardinals etc...?

To pass up being in the NFL, even on a bad team while being paid far more, is an enormous gamble that he's going to be playing for the Rams' 53 one day. I like him a lot, but for any number of reasons he may never get a chance to play here, and other teams may have moved on. ("If he can't play for McVay, what could we do with him?")

Because that would be new ... Realize rules change but that's not one I had heard about
... but I miss stuff ...

I may be wrong here, but I think you are wrong.
Once a player leaves one teams PS to join another team they must be on the 53

You're right
They'd have to be cut from one team's PS to be eligible to join another team's PS
A player cant decide to leave one team's PS to join another team's PS

Yeah, I guess I was thinking about before a guy signs with a PS.
