ST. LOUIS, MO (KTVI) – Arbitrators and their staffs toured the Edward Jones Dome on Monday. But, when they spotted FOX 2 they got camera-shy and went back inside the Dome.

Neither the Rams nor the city’s Convention and Visitor’s Commission will comment. But, the outlines are pretty clear. First, there’s the Rams’ proposal. It involves an enlargement and total re-build of the current dome. The estimated price tag is around $700 million dollars.

Then, there’s the CVC’s proposal. It’s a dome re-model with new natural light and electronics. The price tag for that plan? Around 124 million dollars.

Choosing between them are three arbitrators. Frederico Alverez is a retired judge from Colorado, David Blair is a retired judge from Iowa and Sinclair Kosoff is a Chicago labor attorney.

After getting a first-hand look at the dome on Monday they begin the actual hearing on Tuesday.

The arbitrators will be hearing evidence from both the Rams and the city for the rest of this week inside the Thompson-Coburn Law Offices.

While those hearings will only take a dew days the public may not get a decision until March. The arbitrators might choose the city’s plan, the Rams re-build plan or choose their own compromise option.
If the city rejects whatever that final plan is the Rams lease says the team would then be free to leave St. Louis in January of 2015. There’s even speculation that the hearing might be a springboard for discussions about the Rams building a new stadium elsewhere in the immediate area.

Whatever plan emerges both city and county leaders say it will be put to a public vote before any extra tax dollars are earmarked for any project.

The Rams lease says the dome has to be among the top eight facilities in the NFL or the Rams are free to re-locate. In a previous statement the Rams management said they look forward to being in St. Louis for the next few decades.

The Rams and the agency that runs the Edward Jones Dome began non-binding arbitration Monday over the team's future in St. Louis.

At issue is how to bring the dome to “top-tier” status as required by the lease. The dome must be among the top quarter of NFL stadiums before the start of the 2015 season, or else the Rams can break the lease and move.

Although many St. Louis fans are worried, Rams chief operating officer Kevin Demoff indicated recently that a move could mean to the suburbs, not across the country. He told the Post-Dispatch the team's priority is to get a “first-class facility that makes St. Louis a destination for top-tier sporting events."

“I want to ease people's concerns about where we're going to play within St. Louis over the next 20, 30, 40 years,” Demoff said. “That's really the way we're looking at this.”

The sides are far apart and if they can't reach a deal, talks about a new stadium could get serious, the paper reported.

The Rams submitted a $700 million dome renovation plan featuring a new roof with a sliding panel. The St. Louis Convention and Visitors Commission rejected it and proposed $124 million in improvements, including a requirement the Rams pay 52 percent of the cost.

Three arbitrators will listen to the proposals and choose the Rams' plan, the CVC's plan or a new one. The sides aren't bound to follow the arbitrators' recommendation.

The Rams moved from the Los Angeles area to downtown St. Louis before the 1995 season.

ST. LOUIS (KSDK) - The future of the NFL in St. Louis is on the line.

On Tuesday, arbitration between the St. Louis Rams and the St. Louis Convention and Visitors Commission kicks-off.

But what improvements are needed to make the Edward Jones Dome a first-tier facility?

The CVC, which operates the Dome believes it will take $124 million.

The Rams want something much more expensive, and city officials say that plan will take about $700 million.

So there is varying opinions on what it will take to have the Dome rank in the top 25 percent of stadiums, which is why arbitration is needed.

Starting Tuesday, two former judges and a lawyer will serve as the arbitrators. It will be their job to decide exactly how much money it will take to get the Dome into the first-tier.

On Monday our cameras caught the arbitrators walking into the dome to get a tour of the facility.

A legal expert says the arbitrators have three options: side with the Rams, with the CVC or somewhere in between.

A local sports economist says a lot of upgrades are needed to get the Dome in that first-tier level.

If the Dome is not in that first-tier status, the Rams could opt out of the lease after the 2014 season.
